Green tea has caffeine according to this article and would keep a child from sleeping well, so, I would say no.

Green tea is fine for children, but I would get the chilled kind so there is no chance of burning her mouth. My son loves green tea and he is almost 6 and has had no problems from drinking it.

Maybe if it's not boiling or anything like that (preferably lukewarm). Green tea's actually very healthy for anyone. And if you give her tiny sips, I'm definitely sure there's no harm being done at all.
