A legal immigrant has permission to stay and work in this country. They will heve legal documents to give their rights and will pay income tax etc. An illegal immigrant has come into the country without any papers has no right to be here/work or right to healthcare. If they do work it will be for unscrupilous employer for low wage and poor conditions. They will be forever looking over their shoulder incase they get found out.

It's tempting to say that the difference is determined by those who satisfy the criteria for legal entry and those who don't.
But are you trying to understand why those immigrants who, by definition, fail the legal test , but still manage to get in and remain here.
If you are, then the answer is simple, the goverment is simply not interested, for idealogical reasons, in applying the powers that they have. Given also, that those powers have been significantly watered down by the Human Rights Act. An Act that the goverment signed up to.
In the new Britain, there is no such thing as national borders, people who come here are regarded as migrants not immigrants.
Immigration into this country is further facilitated by the concept of Asylum seeker. The very existence of the concept of asylum seeker, allows potential immigrants to claim that status, whether or not it is valid, and, whilst their claim is being investigated, they can disappear into the sunset with the hope that they will never be brought to book.
It is important to get rid of the concept of asylum seeker. We have to remind ourselves, and I am talking here on behalf of the Britain as a whole, that we are not responsible for the actions of foreign governments. Each country must first take care of it's own.
I have tried to emphasise in my answer to your question, that the problem is not that the law is insufficiently clear, but that, there is no will on the part of the government, to apply it.

An immigrant is someone who leaves their country of origin to live in another country. They may or may not be legal. An illegal immigrant is one who entered the country without the proper paperwork or even passed through customs, and a legal one is one who prepared by checking out the laws and getting all the necessary paperwork.

A legal immigrant is someone who's entered the country lawfully to hold residence, and employment, an illegal immigrant does not meet those standards. In other words, about 300 dollars' worth of forged documents. Comforting to know that your citizenship is for sale on eBay, eh? LOL .15 trillion in catastrophic red ink, here we come...good job on Congress, sand-bagging border control! LOL

It's about how they get here. Did they come how the government states in immigrant must come and did follow rules while doing it? Or, did they hop a fence and start running?
We don't have a problem with immigrants (all most all of us are decedents of immigrants) but they need to come the legal way.

As everybody has pointed out already - LEGAL means you are following the rules of law, ILLEGAL means that you have broken them - consequently, when people say that illegal immigrants are not criminals they are wrong! They are law breakers to a man, they have knowingly broken the law of the land - how could that not make them criminals??
