You can be in utter evil, at its worse, and say I don't want to be like this anymore, and ask God to come into your life, and ask forgiveness and accept Jesus Christ as your savior, I was drinking every day, mostly from the time I got up till the time I fell asleep, it took over my life, I spent every dollar, lost everything I owned, lost my family, this went on for 16 years of binge drinking, I was having seisures and it still would not stopped me but I went to Jesus Christ and asked for forgiveness, and recognized the Lord as my savior, I do not even have the taste for a beer anymore at all, I have no desire to do the things I was doing, be around people that drink at all, I never realized it, and God opened my eyes so that I was no longer blind. Nothing else could have ever made me quit, I have been through alot, but now my heart has softened as I realize I am a new person, I had went to other programs in the past but really never had no desire to quit, and I tell you, when I believed, and finally let God take control, I quit trying to do it alone, I felt the Holy Spirit enter my life.

It does to the extent of it speaking of the fleshly desires. All people are called by God unto repentance. When Jesus came God branched His arm of salvation from the sentence of death to the entire world. The price that Jesus paid was an open invitation to anyone who would seek to have eternal life, and be saved from the wickedness of this world. The people who are called of God and can be saved are the one who sees the world as being wickedly evil. God Bless.

You interpretation is obviously not guided by God. Due to Satan's disobedience sin was brought forth into this world. Inside everyone no matter how "hardened" there heart is, is the holy spirit guiding us to god. All of mankind has this urge no matter how small to want to be near god, because God put that in all of us. It's not god who changes our heart, god gave us that choice.... 1) to follow him and believe and do his will and be happy, ....Or follow our own thoughts and ways and be a sinner. We know what we should do to be born again, but some humans choose to stay sinners and therefore go to hell for all eternity. God gets no satisfaction from the ill choices we make, he wants all of his children to live a non suffering unburdened lifestyle.

It does teach that no one comes to Christ unless called by God. But, it doesn't say that only those people will be saved.
Salvation is Gods gift by His grace and will alone, and is equally available to everyone.
