The above answers are correct as far as tense goes. However, both sentences are wrong as you capitalized dam in one and closed and dam in the other. After the first word in a sentence only proper names are capitalized.

the dam was closed means it was closed in the past nick of time and can opened afterwards. it also says that you found it closed earlier. but the dam is closed means it is saying of present. it means you went now and it is closed
