I had this girl come up to me and say that we should hang out sometime. I knew that she would go out if I asked her and she had not asked me out so she had nothing to lose.
She scored a date and we ended up going out for a little while.
Open the door doing something like that without putting yourself all the way out on the line.

Tell them. That is the best way, cause if you are a female trying to tell a guy that you like him without telling him, he may not get the clues that you are sending. Just come out and say it, I did and I married the guy i liked! He was very shy, so I told him I liked him and well, we hit it off...

Just come out with it. There's no need to beat around the bush and make yourself more anxious. If they like you then great, if they don't it's their loss.
