When you ask a guy out and he says ''I will tell you later'', but he don't, what it means?
PS Eventhough he looks at you all the time(stares) and all his friends know about you?What is the problem here?

Well just because he looks at you all the time and his friends know about you doesn't always mean a good thing. It seems that if he is going to tell you later, he won't wait for a long time to respond. But if there is silence after a week, then I'd give it up.

Here is lack of exposure. Whether he find it very difficult to express his feelings. Give him a way to explore himself. Sometime we see that things takes time. Nobody give a blade to child for shave. Okay. Try to make him easy. Don't ask him immediately for the things that he has to say " I will tell you later" and "later" would not come. God Bless You.

just go up to his and tell him that you want your answer now and you dont want to wait for him anymore. tell him that its ok if he says no. but u have to tell him that the time is now and you cant wait any longer for him or his answer, this is not one of those times to be patient!

he most likely dosent know wat to say.ethier that or he dont like you.just keep talkin to him.
