this process is usually done every day at golf courses
first you cut the hole where you want the new cup, place the cup in the hole, use a cup setter to ensure it is the right depth and to make sure that around the cup is not raised, (that is how the tool is designed) for tournaments they will then use another tool which allows them to spray paint the dirt without getting any on the green so that the inside of the hole looks white. Then the section of the green you just cut out goes into the hole you are replacing, there are different techniques on replacing this plug but as long as the result is the same who cares, it has to perfectly blend into the rest of the green especiall the height, if not the mower will scalp the grass on the next mowing or if it is too low the grass will be darker and you can't putt over it as it is not level

The greens keeper actually has a collection of greens that he uses to change out the hole location. He stores them in a REALLY big warehouse and every evening he gets the different ones and replaces the whole green with a brand new one.
