First of all, let's be accurate. 666 does not reference Satan at all. Rather, it's the number of the anti-Christ, who is a human. (There is a difference between Satan and the anti-Christ).

Now, then. There is only one way to answer this question, and that is through the use of formulated theory. Nobody in our day and age can be 100 percent certain who John was referring to when he wrote Revelations. One theory holds that 666 refers to Nero, who was a horrendous persecutor of Christians, though Nero was long dead when Revelations was written.

I, too, have a theory. And its only a theory, so I won't upset be if readers reject it. Some scholars have said that Revelations uses the number 7 as the number of perfection because there were 7 churches. The Book of Revelations is addressed to the 7 churches, and the number 7 is associated with God throughout.

The anti-Christ, however, is human. And he's imperfect. So he takes the number 6, to show that he is imcomplete without God and the Church. But he's not just imperfect. He's not doubly imperfect. As God's enemy, he's three times imperfect. Hence: 666.

Numbers in the Bible is suppose to have spiritual significance. The number one (1) denotes unity - one Lord, one faith, etc. (Deut. 6:4; Eph. 4:3-6).
Six (6) is the number of man. He, man was created on the sixth and final day of creation. 666 denotes man's rebellion against God (Rev. 13:18). Nowhere does it say that this number represents the devil. The scriptures says says the anti-Christ (I John 2:18, 22; 2 John 7; I John 4:3.
Man has stepped in and created silly superstitions to make people afraid of things that go bump in the night, the anti-Christ (I John 4:1-6)

Actually the number was 616 not 666, which refered to the Emperor Caligula. The "evil" associated with 666 is purely manmade.
