A toothbrush or fine steel wool.
Clean them in the water you are fishing and don't use any cleaners.
Residue will have a unnatural scent.
Ok if you must use a cleaner try baking soda on a wet rag(wet in the water you are fishing)
If they are really cruddy do as above with salt then rinse well to prevent corrosion.

Fresh water and baking soda should clean off most of the crud and polish them up a litlle. If you are worried about scent spray them with your favorite attractant prior to fishing them.

Just out of curiosity, what are you fishing for with salmon spoons in fresh water?

Another way, is to boil them.
