Call the US Embassy there, ask for American Citizen Services, then ask for their lawyers list to be mailed, faxed, or emailed to you. Every embassy keeps a list of local attorneys who speak English and are willing to work for Americans. Then call the lawyer and see if he can get your money back for you through the local legal system.
