thats a very good question that people do not give alot of thought to. it would be sensable to pray on that but i guess people have other problems.

I don't pray for help for any government on earth, The United States brought the current state of affairs into being by supporting some foreign governments and suppressing others in the name of corporate profits and special interest groups.
In the not-too-distant future, Al-Qaida will be forgotten, and another noble cause will come loping over the horizon. Be ready to wave your flag and yell for blood, And don't ask any questions. after all, people do have the right to be shepherded and manipulated.

Prayer will get you no where. Who will capture Osama and bring him to justice if everyone is praying?

Yes, we should continue to pray that justice is done in this world.
But if you're implying that is what we ONLY should be doing, then you're denying even what pray is actually all about!! Pray, -and ask God to do the things that we can't do, pray and ask God to give us His power to fulfill the things HE WANTS us to do, and that we are capable of doing ourselves.
It's called being a part of God's plan, Or better yet "Here I am God, use me"

Because we are not fit to judge him. We don't even know how exactly to bring "justice" about. He should be made to understand what he has done wrong, which to him aren't wrongs at all.
In the eyes of those terrerosits, their logic makes sense, and punishment will not help them see otherwise. If anything, if they are caught to bring "justice" they will think they are being martyrs like those in their sacred texts.

Osama doesnt really exist, he is just a fad for huge companies to make profit from wars by the selling of weapons etc.

You can. There are many doing so already. However, if you choose to start up a prayer chain among your friends, no harm should come of it. Not all believe in prayer, or the power of prayer, but I tend to believe that every little bit helps.
When his time is slated, he will be judged. Make your appeals to God in the meantime.

Because those in charge are more concerned with raking in oil profits than capturing the people responsible for murdering almost 3000 innocent people.

Because you probably believe in a peaceful god and to pray for evil things isn't what he's gonna do. That's just how it is.
