Drops come in different sizes. It depends on the size of the opening in the drip chamber as well as the physical properties of the fluid being dripped.

Solution sets used in hospitals generally come in 2 varieties 15 drops/cc and 30 drops per cc. IIRC

Drops of what? How big is a standard drop? Density or S.G. of liquid to be measured? Can't you be a bit more scientific?
