I don't know what the problem with your neighbor is, and i don't know that this will actually help, but maybe it will give you some ideas:
A friend of mine was having a problem with the neighbor's dogs barking day & night. She and her husband spoke to the neighbors but to no avail (the neighbor was a police officer!).
They hardly slept for months and months. Then they saw on the local news that they were asking people to try this new device that is supposed to emit a sound or something that makes barking dogs stop barking, see if it works, and then report back about how useful the product was.
So they called and expressed their interest in trying out this device. When they spoke to the producers and explained what was going on with the neighbors, the producers decided to run the story as part of another segment they called, "Calling Out Your Bad Neighbor" which were usually stories of people breaking ordinances, un-kept property and so forth.
They featured this "bad neighbor" and told how the dogs were a menace, identified them by name, showed the front of the house (including the address), and interviewed many different neighbors!
The dogs were gone within a couple of days after the story aired!
I don't know if that helps you at all, but maybe it can inspire you to get creative on how to resolve your problem.

Two wrongs don't make a right. You will seek revenge on your neighbors, they will seek revenge on you - it could be endless.
You don't say why these neighbors are a problem. You don't say whether you live in an apartment or own a house. If you live in an apartment, it would seem that the best solution might be to move.
Can you ignore these problem neighbors? If you can't ignore them, have you considered taking them to court? If the neighbors are fined then maybe they will wise up and stop some of their foolish nonsense.
I hope and pray that you can find a viable solution to this problem.

Rent a car, cover the plate when you are down the block, trash everything they have in sight and take off. Repeat as necessary. Cops are worthless where these things are concerned. Revenge is sweet. BTW, Maxim usually has good articles about this stuff.

I agree with everyone else. Doing anything will likely make matters worse but hey....you only asked the question, right?
