Rule out bad-breath.
Then ask him to hold your hands and close his eyes. Kiss him gently. Slowly at first, then a bit more intensely and passionately. When he pulls back, let him. Maybe he wants to breathe.

There is a cute game called "Post Office" and what you do is to sell "stamps" which are actually kisses. Now these kisses can be pecks or they can be french kisses - whatever you like.
Maybe such a game might help.
Another game which you might have heard about is spin the bottle, but usually you need a group of people for this game.
Someone spins an actual bottle - or you can find something else similar to spin and whoever lands on it kisses the person of his or her choice.
This game is usually played at parties.
You might even come up with your own games and ideas.
Make kissing seem like fun and enjoyable to do - which it IS!
You might also make him feel good by telling him that you would prefer to kiss him over anyone else because he kisses so nicely - and that may encourage him more.
