Whether or not it's wrong is not so much the question as whether or not you're willing to lose your friend over her. Which of the two is more important to you? When I was younger, if my sister and I both liked the same guy, and he liked her, I would simply back off and accept it. I didn't want to be with a guy who didn't like me back anyhow, and if he had preferred me to my sister, I wouldn't have wanted her to be mad at me for being with him. Try talking to your friend about this. Ask him if it would have been the other way around, and the girl would have liked him, if he would have wanted to go out with her even though he had a friend who liked her too. There is a chance that he'll still be upset with you and tell you not to be with her...then you may not be able to keep both the girl and your friendship; you' ll have to choose.

How good of friends are you with the guy? Do you get a lot out of the relationship with the guy? If it's just one of those friends that you like to have around then go for the girl. If its a guy that is SO your best friend and you tell him EVERYTHING then the p...cat is not worth it. Maybe you can divert him to another girl before you make a move.

How much do you value your friendships? Friends are more important than a "possible" relationship with someone. If your friend has told you that he likes a particular girl, stay away from her unless you do not value that friendship. So yes, it is wrong for you to act on these feelings if you want to remain a true and loyal friend. (I think that you know it is wrong or you wouldn't be agonizing over it.)

You need to decide which is more important. A friend or a girlfriend. Most of the time friends seem to be around longer then girlfriends/boyfriends. And hint aroud to your friend that you are into this girl. Maybe he really wouldnt mind if you hooked up.

no its not wrong if there is no emotional contract between the girl and your friend yet. However, you might want to consider the possibility of irrationality in your friend's part if he chooses to be angry with you in the future and breaks your friendship.
