It's the history of Satan in a nutshell. He fell from heaven and took a third of the angels with him. He then stalked the woman (Israel, through whom Christ would come) ready to defeat the prophecy God gave Eve - that through her Satan would be defeated. Christ is the Child Satan was waiting to devour. He tried when Herod had all the baby boys killed when the wise men were going to worship Him and told their plans to Herod.

1/3 of the stars: Stars referring to angels (Job 38:7), in this case the wicked ones who were cast out of heaven along with the dragon (Rev 12:9). The dragon (Satan) stood before the woman (heavenly Jerusalem, Galatians 4:26) waiting to devour her child (Christ Jesus coming as king of God's newly established kingdom). As a result of this conflict between God's newly established kingdom and Satan's desire to have God's position, he was cast down to the earth as the next few scriptures in your quoted passage show.
