It is a natural thing for people to flirt with others outside of a relationship.
There's a difference between flirting to validate one's need to feel attractive and flirting to get into someone's pants, though.
All people will flirt. It's only natural being that we are social creatures. However, everyone has the capability to choose not to flirt when in a relationship, or at least keep the flirting to a decent minimum.

Simple, if they flirt when in a relationship, basically they are attention whores. I don't see anything wrong with being a little flirtatious, but don't flirt in ways that you wouldn't do with if your boyfriend were standing there with you, and also not in ways that would bother you if your boyfriend was flirting with other women. They will kill you for flirting with women, but think its alright for them to do it. Double edged sword.

sometimes it's the guys that r doing the flirting.
my ex bf likes me and he has a gf. i am single. but he comes over and gets so close to me like and practically tries to kiss me and he is always flirting with me. and i know his gf! so it's not always the girls. but sometimes it is. i know i am guilty of flirting with other guys while i have a bf. don't know why i do it though. but i always feel bad though after.
