Well if he's Mormon, then it is not only appropriate that he rub himself in your presence but it is necessary part of a complex ritual that is required of all daughter in laws who hope to gain admission to the Celestial level of heaven.

Are you the father-in law????? I can not imangine any wife asking when it would be approiate to see her husbands father masterbate. I can however seeing a dirtyold man asking a off the wall question like this. If you are the daughter-in -law, try asking your husband, his son----duh

There is never an appropriate time. He shouldn't be doing it in the first place, especially in front of you. Tell someone you know about this, and hopefully get some help. That is not right.
