If you want a black and white answer,
Darth Vader is Evil.
Anakin Skywalker was good, but he was seduced by the promise of power.
Obi wan said-
"Your father was seduced by the Dark Side of the Force. He ceased to be Anakin Skywalker, and became Darth Vader. When that happened, the good man that was your father was destroyed"
in Return Of The Jedi, Vader says : " Tell your sister you where right." Meaning.. there was still some good in him.
My Verdict. .he's Missunderstood.

He's good, he just is misunderstood, he wanted to save his wife and ended up hurting her instead. Even under palpatine he did try to do some good for the planets they conquered. By palpatine reviving him he may have felt he owed him, that and he no longer saw a whole lot of good in his life once Amidalla was dead.
