It seems to mean an upper class suburb, ritzy, where wealthy people tend to live. I looked it up on google and from what I can tell, that's what it means, although I have never heard the expression here in Canada. Maybe it's more an expression used in Europe. See the BBC news article I found and it will show you what I mean. I thought leafy meant it was full of trees but that's not really what it means. It refers to the class and higher status of the suburb.
