It is certainly possible, but the quality of what you'll be able to do is very much tied to the sound card in your laptop. One excellent low cost multi-track program I've used is n-Track. There's a link to it as well as a load of other programs below.

In the realm of digital multi-track recording and soundcards you want to be aware of a few things. The first is the bitrate of your soundcard. Many soundcards are 16bit, which isn't going to produce a professional sounding result. Pro cards provide 24 bit. Laptops have a built in set of chips, and since digital recording didn't use to be a goal, you want to look into what those chips are, and what their specifications are.

While I've screwed around and made some demos using a $10 mic, having a mixer and mics are often the minimum you need, but you can certainly make a complete pro album these days using consumer software and off the shelf pc's. This should not be a surprise to anyone, since the avg. commodity PC has more horsepower than the equipment that was purchased and installed in recording studios which cost hundreds of thousands of dollars a decade ago.
