He can go to the American Embassy in the country where he is at and they will have him sign a paper and it will be sent to a bank in that country.. I did this about 5 months ago.

The only way they're going to talk to you about your Uncle's account is if he calls them, or writes to them, and gives them explicit permission and directions to speak to you about the account. Even then, I think you will have trouble doing it. He should call whomever it is that owes him money, and deal with it over the phone. There's always the internet, if he can't use the phone. Worst case scenario, he has to simply wait till he's back in the country. Good luck.

IF GOVT OWES HIM THIS MONEY NOBODY OTHER THAN YOUR UNCLE COULD CLAIM IT. ASK YOUR UNCLE TO COME BACK FOR A FEW DAYS STAY AND ASK HIM TO CLAIM AND THEN GIVE TO YOU OR DISPOSE OF THE SAME AS PER HIS WISH.

I think he'd have to give you power of attorney, that would give you the legal right to sign his name to legal documents, with drawls from a bank etc! it's like standing in for someone in their absence
