It could be anyone! If a person wants to call without having their number come up on screen they can do so. Many police officers use this feature on home phones, as do some public officials. Some companies, collection agencies, survey people and telemarketers are notorious for showing as Private Number as well. At times, a caller from a cell phone will show as Private or Unknown Number even if the feature has not been chosen, depending upon which tower has picked up the signal. Many pay phones also will display as Private Number, as they may be for out-going calls only and so show no number in order to call back. If the call is from another country, it will most likely show up as Private Number or Unknown, although I have had some calls from outside of my country that did show the actual number listed below Private Number. There are two ways to positively know who it was: 1. You answer the phone regardless of the Private Number on the screen. 2. Just hope they leave you a message when you don't answer it!

To keep your phone number private when calling from your cellphone use *67+Area Code+Phone Number. Note: This works for most cellphones.
Some phone companies use *82 on residential phones for this feature. Check with your phone company to see which number you will need to dial, as it varies.

You can disguise your number from being displayed to others when you call. Most of the time it is someone trying to sell you something.

"private number calling" would sometimes appear when a person calls you through landline from outside your coverage area or from abroad(other countries).

I have Sprint for my telephone company, and for $5.95 a month, we have Sprint Privacy ID. If they don't list who they are, they must state who they are to a recording before your phone ever rings. It has saved us all kinds of soliciation calls. Your phone company may have something similar.
