30-45 pounds is not a abnormal weight for a 3 year old-but you should discuss your concerns with your parents. Until then , hide the junk food from your brother and I admire your concern over your brother's health ! You will make a great parent one day. Tell your mother you want apples, grapes, bananas, etc. and share them with your brother as snacks, if he sees you eating them and your other brother eating them and enjoying them, bet he will also.

No point telling him to stop eating. He is only 3.
Try to cut the snack and replace them with fruits.
Further, a 3 years old boy need to eat to grow. Give him healthy food like yogurt, milk, fruits of various kind.
As long as he isn't allergic to these food, let him have some. Drink plenty of water.

Sounds like that is your mom's problem.
For a 3 year old that is not necessarily fat, in fact a 5 year old that weighs only 30 pounds sounds light.
If you are really worried talk to your mom about it, and see if you can get him to eat healthier snacks.

Tell your parents. Ask them if they can put him in a swimming class, a sport, something to keep him active. He needs all the support he needs. He crys because he doesnt understand what its doing to him. To help him have you family tlk together about eating habits and start eating healthy. and if you do have a snack limit the amounts. It appears that he has learned that tears will get him what he wants. It will NOT hurt him to let him cry. You are going to have to use tough love this time. When he wants to eat offer him an alternative, healthier snack. If that isn't an option simply tell him 'no' and let him cry. You will HAVE to stand your ground and not give in otherwise it will do ABSOLUTELY no good.
Once he realizes that he can't just cry and get his way he is bound to find something else to do. Just watch him close to be sure he isn't sneaking into reachable food.

You need to make sure he eats a lot of fruits and vegetables. Just because he starts crying and throwing a tantrum doesn't mean he has power over you. Don't act like his crying over junk food makes you want to give him some. He has to learn some discipline. Don't give him junk food when he cries because that makes him think that he can make you do whatever he wants. Be firm with him and don't give into his tantrums.

He is a baby and it is alright if he is alittle chubby but if he is really fat take him to the doctor. He may have a problem that needs a doctors care.
if it is just over eating put him on a diet and take him out and exorcise with him. make if fun, like bike riding or swimming.

Ask your parents to keep healthier foods in the house like fruits and vegetables, not chips, pop, cookies, candies etc. I hope your parents will cooporate and care. I send you and your brothers blessings.
