It seems like he is. All day today, he only called me to scold me, he didn't truly talk to me. Every time we were about to have any sort of conversation, he'd sudden have some random problem to make him have to sign offline/stop talking to me on the phone.

This went on for about 5 hours today. He's blowing me off, isn't he?

Obviously he's got something on his mind.
Don't assume that it is you, or something that you did.
We all need our 'personal space' in life~ to reflect on things
and make decisions, in general~
If I were you I would simply tell him that you don't appreciate being scolded and if he's got a' beef' about something you did could he tell you what it is.
Give him some space, and ask him to call you or message you when he has the inclination, or the time.
(be the understanding one[the 'better guy'] and he will probably feel less pressured with whatever is going on with him, and
appreciate this too.
