Patience & Pratice. You don't say how old she is. It is new to her & she is frighten. Try walking her for short periods of time with a reward when she does it. *Hold leash tight & close to your body so she has to stand. Walk gently, when she does a few steps give her lots of verbal praise (in a high sweet voice) and a tiny treat(no more than a nibble of her fav snack). Do this a few times several times aday.
My dog loves to do walkies because it gets her out & about. Dogs luv adventure, being out of the yard & the house is just that to them.
Try "puppy" or obedience classes. Most good pet stores have them & even have them for mature dogs.

My 9 week old puppy (Shih-Tzu) wouldn't move when ever we put a harness and leash on her, she would just sit and alternate between looking at us, and try to chew the leash. So I started every evening bringing a few kiblets outside and put the harnes and leash (a retracting one) on her and coaxed her to follow to come with me and gave her a kiblet and lots of praise when she followed, I slowly increased the walks and deacreased the treats (still lots of praise though. That was a week ago, now she is quite content on the leash. Good luck, i hope I could help.

I to am training my puppy at leash training, and I have let mine run around the house with the leash on her, I have not had to much trouble walking with it on her but if she sits down on me i have given it just a little tug and she has got up and started walking for me again , but she has got tired and I let her rest hope this helps some

Keep it on a short leash and let her walk right beside you instead of in front or you dragging her. It takes a lil' bit of time but it works. Just let her know whose boss with out being mean.

Take that dog to obedience class! Check with your local dog club or humane society to find a reasonably priced class, or go to Petco or Petsmart, both offer classes.

She is unsure of the lead right now. It takes practice and alot of her just getting used to the lead. I would recommend taking her to some obedience classes or contacting an obedience trainer for tips.

take her to a fun new spot park like place then try the head collar it is great once they get used to it. and talk happy musshy talk common baby good doggie come on high voice and reward every step with a good baby come on. good dog. that will do it!:) enjoy the journey and the dog will too. be patient.

You just have to put it on her and leave it and when she sits on it kind of tug on it and make her get up, you might have to kind of pull her around on it for a fews days or so.. thats what i had to do with my dog

hey you should get one of those stretch leashes and try that it may work keep trying and he or she will come around.
