I'm pretty sure tax exempt numbers are only issued to nonprofit or charity organizations. do you mean wholesalers license?
You can find how to start a company and get EIN in Pennsylvania by taking a look at the Small Business Administration website at http://www.sba.gov

Apply at your local Tax Collectors Office. Just remember, if you have Tax exempt number, you will have to pay sales tax.
