This could happen due to a lack of blood sugar and not enough activity (or just a plain boring job).
The extereme case is that you have Hypersomnia, which is an excessive amount of sleepiness, resulting in an inability to stay awake.
Even though people with hypersomnia sleep for more hours at night than is considered necessary, they may still need to take frequent naps in order to remain awake and alert during the day.

It's not "normal" if you had at least 8 or 9 hours of sleep, regularly. It can be a number of things, depression, fibromyalgia....One possibility is a sleep disorder where your brain is still in a state of 'wakefulness' when you're suppose to be in the deepest cycle of sleep. Keep track of the things you do - what you eat, are you achy, how you sleep (do you wake up often, toss and turn, boughts of insomnia, etc.)
My doc recommends exercise - at least 30 minutes per day, 3 days per week. Regular exercise helps regulate sleep and if you are achy, it eventually helps with the pain.

Yes, it's normal especially when the weather changes, your body needs to adjust to those changes as well. Some women get extremely tired during or just before their period too. Sometimes when you sleep too much you can also feel tired right after the sleep

Anything more than one cup of coffee, or another caffeinated drink will work in the opposite by shutting down your adrenal gland and will make you tired. That is why so many people who drink such drinks, keep drinking more because they are even more tired. I don't know if this is your problem or not, but I just thought I would mention it. Fresh fruit until noon will realy give you energy!!!

When you sleep too much, your body gets used to the sleep, hence being over tired. Try to get 7-8 hours each night.

Sometimes too much sleep will make you feel bad as not having enough sleep. Taking vitamins could help, I take B-12 it gives me energy. It really works.

I agree, it might be low blood sugar. If you feel draggiest at about 10-11:30 am and again at 2-3:30 pm, that is when low blood sugar makes you feel tired, weak, anxious, and other things too.
