Well, my telephone service was dicontinued, so I was wondering in the event of an emergency, would the precinct answer emails or instant messages?

even if your service is disconnected, you can still make 911 calls.

No, it takes minutes or hours before they connect with you,download chikka to your pc and get the cellphone numbers of the police incharge in the office more police cell number is much better!Add their numbers to your chikka list!anytime you can text them!
