Um, same as you would with anyone else really.
Keep a couple of things in mind though...blonde women themselves are aware of the hype behind that hair color (and some of them bleach or dye on purpose! Imagine that!). And if you are talking about a natural blonde here, then yeah, they're either going to be a bit more shy/bashful than average, or a LOT more nasty and smartassed on average, both to compensate for the *excess* attention to something so shallow and trivial.
I mean, dude, hair changes. Tomorrow your "blonde" could become a Hare Krishna and go BALD, on purpose.
But yeah, the idea here is twofold:
--be polite. Friendly is good, but clingy and/or desperate is not, so just relax, chill out and act like you have some manners.
--if you are attracted to a woman (or anyone, ladies can do this one too to a point for their squeezes) because she is pretty....you want to compliment and praise her for being *smart and witty* too, since she likely hears the "cute" thing all the time from all the dorks...and if you are attracted to her because she really *is* smart and witty, compliment her and praise her for being beautiful, because *nobody* tells a smart girl she is pretty usually.

How do you know she's not a brunette? This question seems very shallow. You might think about her as a person not just a "Blonde". I bet if you spoke to her like a person and not a hair color she might like you to ask her out.
