Cat fleas are frequently encountered in homes and are common pests on domestic cats and dogs. Dog fleas look like cat fleas, but are rare in California. Fleas on either cats or dogs in California are most likely cat fleas.
Fleas are just as happy living indoors, unless California has a no immagration law on animals there are some fleas.

I used to be a pest controller in California [Marin and SF] and let me tell you, CA has plenty of fleas. Not only on dogs and cats, either. I've been in some of the finest homes you could want, and they are built such that raccoons get into them and shed flea eggs all over the place. Skunks do the same. One time we were called to an office building to rid the roof of them - we merely stepped through the door to the roof and were instantly covered up to the knees in fleas...

Well, where I live, (Visalia, Ca) I've seen cats so infested with fleas that bath water turns red after they're washed!

Sadly, yes, obviously it would, seeing as how it's starting to become summer and I've already gotten some bites. Which sucks seeing as how it's the other tenants in my apartments who have the pets not me.
