How long have you been dating first off? Is just starting 4 months? or is it more like 2 weeks because normally before I even kiss the girl I wait at least till the 3rd date, or 4th.

It depends on what you want out of the relationship. If you just want a casual relationship, and assuming that you both are consenting adults, I think it's cool to act a little crazy and agressive. I for one, have always had a lot of fun with those types of girls; however, I would never consider one of them for a long term relationship.
I know it sounds a little sexist, but, for the most part, I kind of like to have to chase a girl a little bit.
I mean, of course you have to show some interest as well, but that doesn't mean jump his bones as soon as you are feeling a little horny.
Additionally, a lot of women that I know have told me that they really like it when a guy is confident enough to take on the task of making the first move. Like I said, all you have to do is show interest. If he likes you, and is not too intimidated, he will make the move.

If you've been dating a guy for three weeks, then you certainly can make a move to kiss him. Some guys are shy and need a little jump start in this area. Be honest and open with him about what you want. Most guys don't mind a woman who initiates intimacy....

Instead of grabbing him and making out, why don't you find a time where you're not in a very crowded place (perhaps he is walking you to your front door after a date or something) and then kiss him... gently. If he seems into it, apply a little more pressure. He'll get the hint (if he doesn't you shouldn't be dating him anyway). Have fun and good luck!
