It's a dream or vision. Written by the author to a community under persecution. Much of Revelation is allegory, and speaks to specific situations of that time. The point was to encourage the Christians being persecuted, that ultimately God would prevail. It probably made sense to them, but probably wasn't intended to mean anything to all people of all times.
