Are their any laws or rules about how to set up a memorial scholarship and if so, where do I find it.?

I really not think there any laws. Many people have scholarship and THEY set the Stipulations as to whom can use it. Example; GPA, Woman that will Nurse in a Certain State for a few years, maybe a Dyslexic person, private college vs. public college.
I would first contact the Specific College I want the Scholarship to be at, maybe the person's College. If you want multiple colleges you may want to contact the State Education Board.
