Singapore!!! They are known as the "Fine Country". They can fine you for most anything. Not to say they are a bit extreme... but you can't even buy gum there.
While I have no idea how they enforce it... but you can be fined for not flushing a public toilet.
Was there several times last year, and it was the cleanest city I've ever been to. Litter is so rare, that when I did see some... I took a picture of it.

I was in Geneva, Swiss once and could not believe how clean it was for a major European city. Also considering all the crowds in Tokyo Japan, it is surprisingly clean. In the US it is Portland Oregon, http://www.rd.com/content/openContent.do?contentId=15223&pageIndex=5

Ocean is right, it's Singapore. Mis-use spray paint there and get caught, and they'll whack you with a bamboo stick ! Sell drugs, you're dead...And don't even think of spitting your gum on the street !
