I live in a coop development in Queens, NY. The maintenance dept. ride motorized carts without duly issued license plates from the DMV. Is this legal? Please advise!

As long as they are driven on private property AND there is no direct access to public roads, then they are exempt from licensing and tagging requirements.

Private property is excluded from licensing rules...but if they get on public roads they are illegal.

If they drive only on private land they are legal.
