There are so many great chocolates that few people have heard of in the US. But, currently, I think the Italians followed by the French are making the best chocolates.
When I look for great chocolate, I look for a company that takes control of the manufacturing process by buying cacao not chocolate couverture. The difference is significant. The very best chocolate makers pick the specific cacao beans, then roast and process them in their own facilities. This produces a bar with very unique flavors.
The alternative method: buying couverture. Is essentially buying finished chocolate then melting it down and molding it. Its like buying someone else's chocolate you can get anywhere and calling it your own. The flavors just aren't as unique.
So I think the best chocolate (and the list is not exhaustive) are Amedei, Domori, (both Italian) and Michel Cluizel, Bonnat (French). They make excellent bar and truffle chocolates.

I'm a chocolate-holic. I've eating plenty of chocolates. I'm addicted and can't stop eating them. I live here in the U.S. and never tasted the chocolate in Belgium until a friend sent me a big box of chocolates from Belgium. Let me tell you, I never tasted chocolate as good as the chocolate from Belgium. I really loved the chocolate that looked like sea shells. I don't remember the name, but they were sooooo good. I think I ate all the chocolate sea shells in minutes. Belgium has the best chocolate.

Lindt Swiss Chocolate truffles, the mint or dark chocolate.
Also Godiva. I like the Godiva because you can go in their shop & make up your own box by choosing which kinds you want.
All this talk about chocolate is making me hungry...
