manhole covers give access to the sewer systems which need to be flushed,inspected and sometimes repaired if that access is covered up then at sometime you will probably have a wet stinky basement.if the road is paved correctly and the covers replaced correctly the road should still be smooth

Manhole covers also give access to underground utilities. Your smooth road won't mean much when they have dig it up to repair a bad electric or telephone cicuit while you are sitting home in the dark.

Because that would defeat the whole purpose of manhole covers. Uh, people need to get under the roads too.

There's a reason there are manhole covers... without them every time there was a minor leak or clog or whatever in the sewer or storm drain system they'd have to rip up the entire roadway.

but then ½ of them would be out of work....not many people have the privilege to stand around with their hands in their pockets :)
