Take a class. My girl friend and I are learning Spanish. We did 101 and got a lot out of it. Now we're trying to learn on our own. There's always a reason to put it off. Without deadlines and tests it just doesn't get done. Your local community college will have languages and it should be cheap for residents.
Otherwise: I'd go Pimsleur.

I used Rosetta Stone, to learn Portuguese and the system is really good, but I cannot tell anything about pimsleur...

That’s all crap. Communication is the best way.
I’ve been learning French since KG, got good marks too and I still don’t know what the words mean; I can only read or write in French.
Try chatting someone online who knows the language you want to learn.

I found living languages to be good for latin languages (for me that was mainly portuguese). For nothern european languages I'd recommend Hugo's "In 3 Months" which got me conversational in Dutch pretty quickly.
