go to the command screen. at the bottom type scanreg/restore
then you can pick a date that shows on the screeen to restore it back to that time. Or type scanreg/fix and it will fix it for you

If it won't boot to safe mode it's possible the entire boot sector is corrupt or damaged. If so you may need to do a complete new install, do you have recovery disks or win98 install disk? If so you may be able to restore the boot sector (change bios to boot from cd and run system recovery)

If you can't boot from the hard drive use the boot disk for windows 98 at the command A: type fdisk/mbr then take out the disk and reboot.

if you have a boot disk, you can get from bootdisk.com, start your puter in dos mode, and try running regedit, i'm not sure this'll work on 98, but it's worth a try, if your puter won't boot in safe, will it boot normally, i'm guessing not, why not try gettin your hands on a more up-to-date operating system??
