If only 10% of the insects have been discovered, then how would we know which one's haven't been discovered? Not only that, but who would we need to contact to let them know if we think that we've found a ''new'' insect? Who would research our findings and how would they name it? Let me know, please?!

If you don't know the true number of bugs, then how do they know it's 10%, it could be more or less, its all just an educated guess in the end.
