just the permit, submit drawings to your building department and they will ask who is doing the work, you say "i am" they say ok, walk out and come back a few days later to pick permit up

I venture to guess that a permit is needed, even though I don't live in your area. You'll probably find though, that if you check with your local building permit department that there is a requirement that any construction work over a certain sum of money, for example $500, requires a building permit. And that's good, because it means there will be oversight to insure the job is done correctly. If done incorrectly and without the required permit, when you go to sell the home years from now, it may be an obstacle to the sale or cause you more grief than you want.

depending where you are most plases require building permits,and they dont cost much bout 40 bucks here, unless you live where the neighborhood tries too keep a certain look if this is the case chances are they wont let you change these,like round here if you replace windows/doors they have too remain wooden no aliminum/metal at all,it protects the integrity and circa athstetics of the home

I don't know about in your area, but when we lived in Indiana we changed the roof pitch on our house and didn't get a permit, just went ahead and done it, no problem, don't know about your area though.
Since you can't get ahold of anyone it don't sound like they are too concerned, you might try asking a contractor they should know.

all states are different...check with your city codes..most states require a permit for any type of work ...better to be safe than sorry. if you dont check...and you do all the work..and a nosey neighbor complains..you will be forced to remove it all...dont take anything to check with the city ordinance. good luck and dont fall ...lmao

i would say yes u would have to have a permit. u do not need a license i wouldnt think. as long as u do the work to code. here in nc, anything structural or over $3,000.00 has to have a permit. and if electric or plumbing or hvac involved.
