Its a type of caramel that used to be made with Scotch Wiskey. I don't think they use alcohol anymore, but that's where the name came from.

Butterscotch is made by by boiling sugar syrup, butter, cream and vanilla. In many ways it is similar to toffee except that the sugar is boiled to the "soft crack" stage.

its a flavour. butter and sugar are heated together and as sugar carmelizes butter scotch flavour is formed
