Send a polite letter telling them what you hear and asking them to keep it down after 10pm.
If that doesnt work then you can walk over and talk to them.
If you live in an apartment, talk to the landlord.
If you own a house, then call the cops one evening when they are being loud and have them talk to them.

Look up the time for the noise pollution law and then send them a polite letter telling them the law and ask them to keep it down after that time. Only do that once and then call the police and file a complaint. But, try the letter first and see where you get. Remember you can always catch more flies with honey than vinegar!

Just catch them at home and talk about it, nicely.
Don't try and "turn the tables" and blast your music. Chances are that its a situation that they can't hear you, but you can hear them. I could always hear my upstairs neighbor, but I know he couldn't hear me...so he thought it was ok to be loud. Same happened to me with my downstairs neighbor who thought I was being too loud. Sometimes they just don't realize how loud they are so just go about it in a nice way.

If you see them out in the yard/hallway/whatever introduce yourself and kindly ask them if they could turn the noise down a bit. They might not realize how loud it is.

dont go to the police first, go knock on their door and ask them about the noise level, they probably dont know you can even hear them, if they keep it up then you can go to the police
