Probably with an older unit. Nowadays, what with microprocessors and the like, it would be very difficult, I believe. The 10 meter band (ham) and the 11 meter band (CB) are very close to each other, and to "detune" a ham to be a cb would work, but would be illegal. Most ham units use a VFO for continually variable freq, while CB is only allowed fixed frequencies (plus/minus .005% if I remember right) to be legal by FCC standards. And yes, they would have much more power. CB is allowed 5 watts max AM while ham can have up to 1500 watts. Usually tho, hams operate "barefoot" around 100 watts.

yes a ham radio unit can be converted to a cb radio,the best way is through a transverter.It could have more power, but more than 5W is illegal on cb band.
