I have two Cavaliers and have trained them in two houses to use the 'doggie door.' Do your training period right before dinner and entice them with a small piece of steak or burger. Hold the flap up so at first it's just a game of coming through the hole to get the meat. After quite a few attempts at this, they'll get the jist and the flap won't be so scary.
It sounds mean, but if that doesn't work, skip the dinner meal and work with your dog the first thing in the morning (e.g., on an empty stomach). If that still doesn't work, I don't know what you can do, but I wouldn't hold back any more food. Good luck!

You can try puting it's food on one side of it at feeding time, then hold it open so that they can see the food, and leave them there until they get hungry enough to go through. If that's too aggressive for you, use the same method, but with a doggie treat on one side rather than it's dinner. In any case, when it goes through, reward it with praise and a treat. Repetition and reward will train almost any dog to do anything.

Our dog goes through our flap like a bat out of hell!!! We have a Cavalier King Charles. Try standing outside with the door closed while he is indoors (or vice versa) and coax him through with encouraging words and make a big fuss when he/she uses it. Other than that chuck him out in the rain, he'll soon come back in!! (Our Harry hates the rain!)

Try opening the flap, holding it up while you throw your dog's favorite toy through it to see if he will jump. You may have to do it a few times...

We put in a dog door and tried everything! Nothing worked to get "The Queen" to use it. So, we ended up taking it out and putting in a plexi-glass door that she could see through, and she used it immediately and ever since. Good Luck.

There are new pet doors out there which open mechanically. You attach a device to the animal's collar and when they come near the door it opens it. Maybe if it opened automatically and she could see inside, she might use it. It won't open unless the collar device is near it.

I have the same problem. My dog won't even let me push her through it
... and she has watched my brother's dog use it so she knows how it works!

open the door, put a treat on the other side, and see what she does. if thsi doesnt' work, get another dog of your firnds of relative that konws how to do it and your dog will probably get it.

How we got our adult cats to use the cat door was we each stood on a side of the door and "passed" the cats back and forth through the opening until they realized the door wasn't trying to eat them.
