This is a good question. To understand what mastery skills are, you must understand what a master is.
A master of anything becomes a master when they realise that they have alot more s#*t to learn than they realised when they started, yet have the "basics" of a particular skill honed enouph to make what ever it is they are doing look easy to the unskilled. They have come to this point from years of practice and have not lost the willingness to learn or to look up to people who are further along on that path.
The best place to start is to always do your best, Pay Attention, be patient with yourself, realise that you're going to make mistakes, correct those mistakes ("never make the same mistake twice"), and don't waste time and energy beating yourself up when you've been wrong. And above all take the time to teach others, with generosity and kindness, and don't be so egotistical that you don't learn from your students (They are often times your best teachers).
There are two kinds of masters 1- the one who thinks they're a master just before they trip over their shoe lace;
2- The one who realises that there are wiser people than them.
The first thinks they are a master because it's an ego thing, the second knows they are a master because others can tell them they are without it going to their head.

depends upon what setting you are talking about....
At some schools.. "mastery skills" refers to your ability to do basic math, writing, etc.. the skill necessary to master an education.
in some places.. "mastery skills" includes the ability to use some common computer programs such as Word processors, spreadsheet, database.

People start out as an apprentice and once they become proficient at a skill they become journeymen. Once you've become the leader in a specific skill and can teach it to others you become a Master. Like Master carpenter or Master plumber, etc.
