Do a google search on foreign brides or russian brides. I remember seeing an article written by a russian woman who married an american man and they started their own service. There will likely be a fee paid to the company for their service. You'll also have to pay to eventually travel to the country where the woman is located. But if the woman directly asks for money, it is a sure sign of a scam. Good agencies will blacklist them and want you to report them. I think "Elena's Models" is a legit site. Might give you some links on tips.
You might want to ask the woman to send you a specific photo of her. Maybe request it be near a noteable landmark (I'm sure you could search the net for landmarks in other countries). You might say "send me a pic of yourself in a blue dress near the kremlin" or such a thing. If she has already sent "pictures" then obviously she has access to a digital camera/scanner somewhere. Some scammers might actually be a male or contracted females with various stock photos. They might stop the scam thinking that you are becoming suspicious.

There is no easy way, as scammers will go to extreme lengths to convince you that they are genuine: phone you, send photos etc. Scammers will work on a target for months or years, so knowing them for a long time is also no guarantee.
My advice would be to use a reputable site and NEVER NEVER NEVER send any money/cash any cheques/do any business transaction with them - if they ask you, be suspicious!

The system is currently under development. Try a lie detection device... Get references from former lovers, friends, relatives, pimps and the like. I've been with girlfriends, a wife, friends, etc. for a long time and still am not convinced of their sincerity... or are they on thier own agenda.... Good Luck. DON'T use those services. Why do you want a woman from a poverty stricken country? If you're that desperate, after you marry her and get her citizenship she'll leave you in the dust.
