By the "94" in your name, may I assume you were born in 1994? That would make you, what, TWELVE!??!!! And you want to have SEX??? Jeez, girl you're barely a teen yet (assuming that's the case).
And if you're over the age of 16 (still not an age of legal consent), you're obviously too young to have sex if you asking this question. Immaturity is definitely a big no-no for sex - you're not old enough to handle the emotional matters that will come along with being intimate. Have you given a single thought to PREGNANCY? Probably not.

wear sexy clothes and tease him every time he tries to kiss only let him kiss you a really small amount but let him have it more when he starts to get more adventous to what you want.

I concur with alot of these answers. It sounds like you are way to young right now for what your thinking. In time, let nature take its course. you will know when the time is right. Until then, just enjoy yourself and don't be in such a rush to grow up.

OK how old are you ? can not answer that unless your ready for it sex comes with a lot of feeling at least for me thy do and some guys just want the sex not he feeling that goes with it if your a women that has feeling with sex when you do it with a guy talk to him first or you'll get hurt cause it did and I am still working threw it OK

Well if you keep your strap-on lubricated and hidden til the last moment he might not have time to refuse to do it with you if you run at him while he leans over the sofa to pick up the remote (you placed there). If he's naked that also helps.

Evidently he isn't ready and neither are you, just wait until you are older please or you will be a mommy at your age and be up changing dirty diapers, feeding bottles all day and night and no more going out with friends because when you get pregnant the baby is your life then!! Think PLEASE!!!
