Find a small town, where most of the activity is physical. There will still be good education and intellectual stimulation, but the kids will grow up with a healthy respect for the land, their own bodies, and the hard work other people do to make their lives better.
Too much of a child's life is taken up with malls, movie theaters, fast food restaurants, and other stimulation that doesn't come from within themselves. Too many kids are hyper-active because they don't run and play outside all day, or have chores to do that are actually physically taxing. Challenge them and wear them out, they'll feel better about themselves and thank you later.
You shouldn't have to entertain kids all the time, let them discover and use their imaginations, it'll do them a world of good.
So move them to Wyoming or Montana and put them on a horse, they'll learn to care for other creatures and it will open their horizons enormously.

There are so many factors that would go into answer this questions. A lot of it depends on what you personally look for in a place to live. For example, you'd want to live in or close to a large city if you like to visit museums, concerts, etc. You may choose a more rural location if you like the wide open spaces and the less hectic routine.
You also need to consider your income vs. your cost of living for your preferred lifestyle. I wouldn't recommend moving to California if your total household income is $80,000, unless you don't mind renting a tiny studio apartment somewhere.

Washington state is a good place to raise a family, I would avoid the Tacoma-Lakewood areas and the Yakima Valley areas of Washington state.

Dallas Tx (Suburbs) is really nice for families. Also parts of Ilinois (suburbs of Chicago and Central IL) are good family places. You should do a search on schools and crime rate etc. and think about what type of climate and lifestyle you are interested in.

The colorado moutins because their quiet and have some breathtaking activities to do with your kids so you can really connect to them. They can enjoy all of the four seasons not just one.
